Facts found:

Moderate wind, moderate sea.

NOR 18094 on starboard, NOR 16094 on port approaching the starboard hand leeward gate (Mark 2S).

NOR 18094 clear ahead when enterining the three boat length zone.

NOR 18094 had trouble taking down the spinnaker, slowed down and started rounding the mark wide. When next to the mark still sailing downwind, there was 1.5 boat widths between the mark and NOR 18094.

NOR 16094 sailed into the space between the mark and NOR 18094.

NOR 18094 started to luff to close hauled.

NOR 16094, inside between NOR 18094 and mark, responded by luffing.

There was contact between the port aft corner of NOR 16094 and starboard side of NOR 18094. There was damage both boats.

No boat took a penalty turn

Conclusions:

NOR 16094 failed to keep clear as the windward boat and broke RRS11 and RRS 14, NOR 16094 also failed to give mark-room and broke RRS 18.2.(a)(2).

NOR 18094 broke RRS 16 and RRS 14. Because there was damage, NOR 18094 cannot be exonerated, even though she was sailing within the mark-room she was entitled to.

Decision:
NOR 16094 is DSQ in race 2. NOR 18094 is DSQ in race 2.

End and decision given: 17:55.
