Procedure
Protest 2 and 3 were heard together - same incident.
None of the jury members had any conflict of interest to declare.
No objection made to the composition of the jury.
Two members had seen boats close to the port end of the starting line but in a distance and declared this.
Videos were available but not seen at the hearing.
One of the protest was clearly valid.

Facts found
At the start for race 4, boats NOR 300, NOR 156, and HUN 150 were together at pin end of the starting line. There were contacts between boats.

Decision
The hearing is closed because there was a possibility that there was contact between all three boats. The hearing will start again including HUN 1150.

Procedures
After hearing evidence from NOR 156 and NOR 300 in the initial hearing, the International Jury decided to end the hearing and protest also HUN 1150. NOR 300 would be calling HUN 1150 as a witness, but she was clearly involved in the incident and therefore needed to be present as a party at the hearing.

The protest was valid.

The second hearing started at 20.40 h.

No member of the IJ has any conflict of interest and the parties did not object to any member of the jury.

Two jury members had seen boats close to the pin end of the starting line and of which one had a video recording from a distance. This video and a closer one from the pin end RC boat were shown during the hearing.

Facts found

Wind 12-14 knots, moderate sea.

All three boats were approaching the port end starting mark (pin) on starboard tack with NOR 300 closest to the pin. NOR 156 establish an overlap to windward.
At the starting signal the pin moves to windward.

NOR 300 luffs head to wind to shoot the mark and NOR 156 luffs side by side.

HUN 1150 with more speed establish an overlap to windward of NOR 156.

When midships with the mark, NOR 300 bears away sharply and there is contact between NOR 300's starboard aft corner and the port side of NOR 156 midships.

Seconds later there is contact between NOR 156's crew and starboard side (about 3 m from the stern) with the port side of HUN 1150's bow.

There is neither damage nor injury.

No boat takes a penalty.

Conclusion
NOR 300 breaks RRS 16.1 (and 14) when bearing away sharply and not giving room to her windward boat to keep clear.
HUN 1150 breaks RRS 11 (and 14) when not keeping clear as a windward boat.
NOR 156 also breaks RRS 14 in the second contact but is exonerated since there was no damage or injury.

Decision
NOR 300 and HUN 1150 are DSQ in race 4.

All parties were present when the decision was read.

The hearing finished at 21.45 h.
